During the 2011 Baltimore City Elections Mayor Stephanie Rawlings-Blake promised that if elected she would follow the "End Racial Profiling Act of 2011" which was introduced in the Maryland State Senate and pass an executive order prohibiting racial profiling by Baltimore City Police officers, including differential treatment of city residents based on race, ethnicity, national origin, and English language proficiency, and prohibiting officers from inquiring regarding citizenship status or use of any local resources to enforce immigration law.
This action will lead to a more efficient use of the limited law enforcement resources for crime prevention instead of engaging in the difficult and time consuming effort of carrying out the immigration enforcement responsibilities of the Department of Homeland Security.
