The rules and regulations governing licensed midwives, in the state of Arizona, have not been updated since 1994. Current standards requires an update in rules and regulations every 5 years. We are far passed that time frame. Because of the moratorium on rule making and updating, enacted by the govenor, we must go through the legislative process in order to get an exemption from the moratorium and open the rules and regulations.
