It's time for Congress to stop passing harsh sentencing laws that send people to prison for minor drug offenses.  We send more people to prison than any other developed country in the world.  Our prisons are filled with ordinary citizens who have committed minor offenses for such actions as possessing a small quantity of marijuana.  Now the Congress must stop passing harsh sentencing laws, which demands stiff sentences for truly minor infractions.
