Congress passed the badly needed Water Resources Development Act, which began major restoration of the Everglades, the Great Lakes, Long Island Sound, and the Mississippi River.  Fully funding the Act is essential, even if the White House disagrees.  These major ecosystems are in serious trouble, and their restoration must be started now and pursued aggressively.  Congress should stand firm and fight to keep fully funding it.
