We urge the Attorney General's Office to immediately investigate the Humane Society of the United States (herein referred to as "HSUS") for criminal activities including but not limited to conspiracy, racketeering, domestic terrorism and treason during wartime against the United States and for violation of their own charter by influencing legislation and elections.
FACTS 1) HSUS's California charter was revoked in 1992 by the State of California Attorney General's Office for illegal fund-raising activities.
2) According to an ongoing investigation by the Louisiana Attorney General, the HSUS has received $30 Million in direct donations for Hurricane Katrina animals.
3) HSUS co-conspirators fraudulently misappropriated tax sheltered donations of a nonprofit organization violating the American Disabilities Act.
4) HSUS promotes the use of the "humane raised" label used by farm animal producers. A fee is illegally assessed for this service, as the USDA (United States Department of Agriculture) is the only regulatory agency permitted by law (Titles 7 and 15 USC) to inspection or label any food items.
5) HSUS, along with Farm Sanctuary and other non-profit and for-profit entities, have conspired to cause illegal restraint of free trade.
6) Under Title 18 CHAPTER 105 SABOTAGE, Section 2152 - Livestock are second in importance as war materials and defense materials only to guns and ammunition. HSUS is guilty of interfering with the raising of livestock and therefore is guilty of sabotaging national defense materials.
7) California Prop 2 also violates State of California Penal Code Section 186.2 which defines "prosecuting agency" as ONLY the district attorney or the attorney general in violation of California's Title 15.33. Public Protection.
8) HSUS has supported and participated in attempts to implement laws restricting ownership and use of dogs and cats within the state of California and other states.
CONCLUSION The listed fraudulent activities of the HSUS encompass the Seven Elements of RICO:

(4) of "racketeering activity"
(5) directly or indirectly invests in, or maintains an interest in, or participates in

Yet, they are now freely fund-raising in California hosting banquets with $50,000 plates while committing intra and interstate mail and internet fraud soliciting participation and donations. The stated purpose of these activities at present is to Promote California Proposition 2 (Standards for Confining Farm Animals Initiative Statute).
According to an ongoing investigation by the Louisiana Attorney General, the HSUS has received $30 Million in direct donations for Hurricane Katrina animals. It is reported that 10,000 animals were rescued yet only 2,300 pets were reunited with their owners. Clearly the funds were not spent for their stated purpose. We urge the Attorney General to investigate where the monies sent by Californians for Katrina and Rita victims went as well as how these funds may have been used illegally to perpetuate legislation and racketeering activities within the State of California. For the purpose of promoting Proposition 2, HSUS has conspired with and utilized individuals, including associates, employees and executives to infiltrate other key non-profit organizations within California to gain support and financial benefit at the expense of the mission, reputation and financial security of the infiltrated organizations. One example is how two key associates entered the top two positions at San Francisco SPCA. The SF SPCA hosted the HSUS rally for Prop 2 and without board approval, stated the SF SPCA supported the measure. Soon after, funds bequeathed directly to the world famous Hearing Dog Program were fraudulently misappropriated to a for-profit making venture while the actual program was abruptly terminated violating the American Disabilities Act. A personnel and morale crisis has erupted at SF SPCA due to these illegal actions. This misappropriation of tax sheltered donations also begs for investigation by the Internal Revenue Service and the Attorney General's Office. HSUS promotes the use of the "humane raised" label used by farm animal producers. This is a blatant violation of Constitutional statutes which state that no law shall be made which bestows police powers upon private entities nor shall any law be enacted that directly benefits a private entity. The HSUS is utilizing technologically manipulated video footage of a slaughterhouse operation to fraudulently portray Prop 2's value to the public, even though Prop 2 would have no bearing or issue on slaughterhouse operations. HSUS, along with Farm Sanctuary, Mercy for Animals and other non-profit and for-profit entities, have conspired to cause illegal restraint of free trade. This includes but is not limited to the regulation of production and sale of eggs. This violates the Sherman Anti-Trust Act, the California Agricultural Codes, and the Federal Racketeer Influenced and Corrupt Organizations (RICO) Act: Title 18 Sec 1962. (HSUS uses people, groups, and corporations which conspire to meet and use threat, fear, intimidation and extortion to close a competitor or a commercial business down.)
