It's clear that a company like BCBS of Texas is discriminating when it excludes certain groups from their health coverage benefits, but allows them in other circumstances. A representative of BCBS of Texas stated that unmarried partner benefits are not available in their small group plans.

Your members in small group coverage, that are employed mostly by small business owners, are more likely to feel the necessity for this coverage. It would be paid for by the member just the same as a married individual pays for their spouse and children.
