Why This Is Important

The picture you see is of an ADULT BOXER, not a tiny puppy. 

After this starving dog was rescued by a concerned neighbor, and taken to a local vet for treatment, Wendy Payton, an animal control officer in Portsmouth, Ohio, took the dog from the vet's office and gave it back to his abuser! How any law officer could give a dog back to it's abuser in the condition that it's in is beyond me! In my opinion, this woman should be fired!! One of our humane society members took pics of the dog at the abuser's house yesterday late afternoon and the dog was chained up outside laying on wet concrete shivering. She posted the pics on facebook.
