Stop the Central Subway Project

The greatest concern is the ever increasing cost of the Central Subway Project, now projected to be $176,000 per foot of construction all for less than 2 miles of track. The estimate has ballooned from a projected $648 million (in November 2003) to $1.578 billion today.

The project, already behind schedule, is slated to be completed by 2019. By that time, the cost could triple and San Francisco taxpayers would be on the hook to make up the difference.

      <strong>There's plenty of room for improvement. According to a report by Board of Supervisors Budget Analyst Harvey Rose</strong> for the supervisors committee hearing, the MTA grossly underestimated several aspects of the contract. For example, it will pay 407 percent more than expected ($3.1 million instead of $620,000) for "design management," 325 percent more ($10.6 million instead of $2.5 million) for "community outreach," and 250 percent more ($4.3 million instead of $1.2 million) for "start-up testing and commissioning," which presumably involves making sure the subway works once tunneling, station construction and railway system installation are complete.

      <strong>As the MTA grapples with its budget deficit, let's look at the main reason for all that red ink: </strong>the Central Subway project, a political deal disguised as a transportation project---and a poorly designed project at that.

      According to Streetsblog, MTA's deficit is "19.6 million over the next fiscal year and $33.6 million in the following year---as well as a $120 million backlog in Muni vehicle maintenance and infrastructure improvements."

      During construction gridlock downtown for years, and then no better service. Much cheaper/faster alternatives exist for improving the cross town connection. Feds and state are holding up their support.
