"Statement on H.R.4133 – United States-Israel Enhanced Security Cooperation Act of 2012, May 9, 2012

Mr. Speaker: I rise in opposition to HR 4133, the United States-Israel Enhanced Security Cooperation Act, which unfortunately is another piece of one-sided and counter-productive foreign policy legislation. This bill’s real intent seems to be more saber-rattling against Iran and Syria, and it undermines US diplomatic efforts by making clear that the US is not an honest broker seeking peace for the Middle East.

The bill calls for the United States to significantly increase our provision of sophisticated weaponry to Israel, and states that it is to be US policy to “help Israel preserve its qualitative military edge” in the region.

While I absolutely believe that Israel – and any other nation — should be free to determine for itself what is necessary for its national security, I do not believe that those decisions should be underwritten by US taxpayers and backed up by the US military.

This bill states that it is the policy of the United States to “reaffirm the enduring commitment of the United States to the security of the State of Israel as a Jewish state.” However, according to our Constitution the policy of the United States government should be to protect the security of the United States, not to guarantee the religious, ethnic, or cultural composition of a foreign country. In fact, our own Constitution prohibits the establishment of any particular religion in the US.

This bill will not help the United States, it will not help Israel, and it will not help the Middle East. It will implicitly authorize much more US interventionism in the region at a time when we cannot afford the foreign commitments we already have. It more likely will lead to war against Syria, Iran, or both. I urge my colleagues to vote against this bill."

      (1) reaffirm the commitment to Israel's security as a Jewish state,
      (2) provide Israel with the military capabilities to defend itself and help preserve its qualitative military edge,
      (3) expand military and civilian cooperation,
      (4) assist in a negotiated settlement of the Israeli-Palestinian conflict that results in two states living side by side in peace and security, and
      (5) encourage Israel's neighbors to recognize Israel's right to exist as a Jewish state. Expresses the sense of Congress that the United States should take specified actions to assist in Israel's defense.

      We must stop this at the Senate. The house voted on this unanimously and we cannot allow the senate to be so reckless with our budget and our foreign policy.

      Our government should learn to be in control and stop all the spending that is not needed. We don't need to be the Country to give unneeded welfare to countries that don't need food, housing, & medicine. Otherwise forget it.

      This bill will hurt, rather than help, our nation's security by increasing violence and anti-American sentiment in the Middle East. I will not vote for any politician that has a corporate, militant, or religious agenda. Promoting this bill would show that you have all three.

      We already give Israel 3 billion dollars a year right now ! We can not afford that much less an additional 1 billion dollars a year and unknown billions in equipment ! And to be bound by a bill to automatically veto any one-sided anti-Israel resolutions at the United Nations Security Council is lunacy. What if Israel commits an atrocity against another people or nation ? We just sit back and veto any punishment for it ? If Israel can not stand on its own feet after 64 years they should have never been a nation in the first place. And one last thing, The AIPAC should be done away with altogether as it seems to me their only job now is to bring destruction upon the United States.

      We can't afford to feed people in the US, so we fund Israel to kill people who have nothing to do with us?

      How does this solve war? More war funding will not stop wars from happening, it will increase them. Let's try some diplomacy; it seemed to have a good effect during the peak of the Cold War.

      Israel has said that they CAN and WILL defend themselves if the need arises. They do not want or need American's to tell them how to do it, when to do it, or to even help them do it.
