Bill Intro 86 is currently being considered by the City of New York. This and other bills being considered will not only make horse and carriage rides an illegal activity, but will also force legal horse owners to relinquish their horses to "approved sanctuaries" or similar parties ONLY, with the stipulation that the horses will never again be driven, ridden, or used in any manner other than as a "companion". If passed, We believe this bill would set a precedent in this country by allowing a government body to willfully and unjustifiably take away our private property and a unique way of life (read the language of the bill below). Will your riding horse be next? Your dog? Your cat? YOUR way of life and the means of supporting yourself? Please help support the already greatly regulated carriage horse industry in New York City and beyond by saying NO to Bill Intro 86.

Bill Intro 86 
S 17-329 Disposition of licensed horse. A. The department shall be
notified of the transfer of ownership or other disposition of a licensed
horse within [ten] FIVE days thereafter. Such notice shall include the
date of disposition and [if sold in New York city,] the name and address
of the buyer or other transferee and such other information as the
commissioner may prescribe.
B. A horse shall not be sold or disposed of except in a humane
manner[.], WHICH, FOR THE PURPOSES OF THIS SUBCHAPTER SHALL MEAN ONE OF
THE FOLLOWING:

1. THE OWNER SHALL SELL OR DONATE THE HORSE TO A PRIVATE INDIVIDUAL
WHO SIGNS AN ASSURANCE THAT THE HORSE WILL NOT BE SOLD AND SHALL BE KEPT SOLELY AS A COMPANION ANIMAL AND NOT EMPLOYED IN ANOTHER HORSE-DRAWN CARRIAGE BUSINESS OR AS A WORK HORSE AND WILL BE CARED FOR HUMANELY FOR THE REMAINDER OF THE HORSE'S NATURAL LIFE; OR
2. THE OWNER SHALL SELL OR DONATE THE HORSE TO A DULY INCORPORATED
ANIMAL SANCTUARY OR DULY INCORPORATED ANIMAL PROTECTION ORGANIZATION WHOSE PRESIDENT OR EXECUTIVE DIRECTOR SIGNS AN ASSURANCE THAT THE HORSE WILL NOT BE SOLD AND SHALL BE KEPT SOLELY AS A COMPANION ANIMAL AND NOT EMPLOYED IN ANOTHER HORSE-DRAWN CARRIAGE BUSINESS OR AS A WORK HORSE AND WILL BE CARED FOR HUMANELY FOR THE REMAINDER OF THE HORSE'S NATURAL LIFE.
3. RECORDS INDICATING THE NAME, ADDRESS AND TELEPHONE NUMBER OF THE
PRIVATE INDIVIDUAL, DULY INCORPORATED ANIMAL SANCTUARY OR DULY INCORPO
RATED ANIMAL PROTECTION ORGANIZATION TO WHOM THE HORSE WAS SOLD OR
DONATED TOGETHER WITH THE ASSURANCE SPECIFIED ABOVE SHALL BE SENT BY THE
OWNER TO THE DEPARTMENT WITHIN FIVE DAYS AFTER SUCH SALE OR DONATION. A
COPY OF SUCH RECORD SHALL ALSO BE MAINTAINED AT THE STABLE.

      These horses need to carefully monitored at all times. Making sure that they are comfortable during cold winter months and hot summer days. They should NOT have to work when tempertures are extreme. Over 95 or under under 20. They can't speak for themselves.

      I am a horse lover and former owner. I see no problems with the horse carriage industry other than that it needs to be strictly regulated. That's all I ask. Make sure the animals are taken care of as workers just like we take care of humans as workers.

      If anyone is in any doubt that the streets of New York City are dangerous for horses, they should follow this link http://www.banhdc.org/

      Clearly those involved in the horse drawn carriage industry (including suppliers of horses), already know this and their profits take precedence over the health and safety of the horses.

      To Forest Trails Horse Relief - the profane email you sent to http://www.banhdc.org/ was obviously a reply to my comment here, but I am not part of banhdc and your angry email was forwarded to me via a puzzled member of that organisation. Next time you want to verbally abuse someone, get your facts right first and try using the change org message facility.
