Jacksonville, Florida. The Sheriff’s Office was called to assist Animal Care and Protective Services regarding a complaint at the Rozafa Apartments.The Animal Control officer reported finding two dogs chained and severely emaciated in the back porch of the apartment. The dogs ( Handsome, adult dog, and Princess, puppy) seemed to be severely neglected and starved to the point that their bones showed through their skin. They were surrounded by urine and feces and covered in flies. Their condition was so horrifying that the dogs couldn’t even get up from their own filth to get the food tossed by the Animal Control Officer. The animal control investigator said it was “one of the worst cases” of animal neglect and cruelty he had seen in his 10 years on the job, according to the arrest report.
Breon Dirneal Woodard was arrested at the scene and the dogs were removed and taken for treatment to the city’s Animal Care and Protective Services center, police said.
He has been charged with S828.12 (2) Cruelty to Animals. (2) A person who intentionally commits an act to any animal which results in the cruel death, or excessive or repeated infliction of unnecessary pain or suffering, or causes the same to be done, is guilty of a felony of the third degree, punishable as provided in s. 775.082 or by a fine of not more than $10,000, or both.
On November 22, 2011, bond was set at $20,003.00.
We respectfully request that Breon Woodard be prosecuted to the fullest extent of the law and be given the maximum sentence. We also demand that his girlfriend be charged with animal cruelty and neglect for knowingly allowing the dogs to live in those conditions.
