From petition creator Christopher Sawyer: "Friends, if it was not for your help, City Council would not have ATVs or Dirt Bikes on its mind this City Council session. With your help, Councilwoman Blondell Reynolds-Brown heard your call for change in how the City deals with this menace on our streets which make them unsafe to drive, and in many cases, the pavement unsafe to walk whenever ATV riders or dirt bikes decide to drive at full speed on them. City Council is now considering changing the laws to toughen enforcement of these vehicles and also eliminating the loophole that gets these vehicles to the Parking Authority, who automatically puts them up for auction; which go right back on the streets. The Phila Police Department does not have the authority to destroy or permanently damage these vehicles so that they can no longer be used after they are confiscated. That may soon change. Please continue to press for change whenever your City Councilperson appears at local neighborhood meetings. Your councilmembers are there to respond to your concerns. If you don't raise your concerns, they can't know that this issue is important to you. Thanks so much for your help!"

During fair weather days, for many years, the safety of Philadelphians of all ages out on the street is put in jeopardy by clusters of off-road vehicles. The Philadelphia Police Department currently maintains a no-chase policy against these motorists, making them virtually immune from prosecution because the law cannot reach them. Recent deaths have highlighted how the careless drivers who operate these vehicles in the City of Philadelphia are to the public, and to themselves.

    14. The PPD Needs Your Help

      The PPD is constrained by limited resources and it is forced to follow a directive that puts illegal ATV and Dirt Bike riders out of the reach of prosecution. Would we accept a similar policy that says "Drunk Driving is OK?" Of course not. It's common sense to demand a new policy that deals with this problem effectively. There are many ways to deal with this issue rather than a false "no chase" directive. The directive is also ludicrous because it is obvious that PPD must give chase to ATVs if, for instance, the operator fired shots or committed another heinous act and took off in an ATV or dirt bike.

      Philadelphia has put up with this problem long enough. If you really want this problem to be dealt with in a smarter way, we need to step up and recruit more people to sign this petition. This applies not only to Philadelphia, but to every dense residential community in the Commonwealth.

      Because I live it and deal with it on a daily basis. ATV's are incredibly noisy which affects my quality of life. It impedes on the safety of the neighborhood in that they are being driven illegally in the streets and behind driveways as well as increasing theft crime in the neighborhood.

      It's incredibly dangerous; on my block people ride down the streets the wrong way and through the park, putting peopl's lives at risk. It also contributes to the already existing noise polution (car radios).

      I see how people ride them on city streets. They breeze through red lights, squeeze between moving cars, and turn into traffic without looking to see if there is oncoming traffic and excced the speed limit. Either they will kill someone or someonewill kill them. Additionally, they are exceedingly noisy and the people who ride them don't much care about the time of day they ride through residential areas where people who work go to bed somewhat earlier than they do.
