TO MISSOURI HUMANE SOCIETY AND LAW ENFORCEMENT IN RAYMORE, MO.: I HAVE A QUESTION FOR YOU:
As you know on Labor day 2009, Tobey the cat was shot by Raymore MO police officers. Twice. Why twice? Most likely the first bullet didn't quite finish the job and the cat was writhing in agony. What other reason to shoot a helpless cat TWICE? NOT ONLY DID THE CAT SUFFER BUT IT WAS ALSO MUTILATED BY THE BULLETS-Tobey's brain was splattered all over the dirt. Then thrown in the trash like garbage. So you have animal cruelty including mutilation.
I have a question for you: Why should police be above the law, and why is it that shooting a helpless, frail (only 6 pounds), declawed, toothless, deaf cat in the head twice not considered animal cruelty?? I seriously want to know because I don't understand. Does this mean it is okay for police to shoot wandering cats for target practice?
And why is filing a false police report tolerated?? The cat was not
large like the report alleged, and the cat was declawed so all four
extremities did NOT have claws extended. This is LYING. Or does truth
mean anything in a legal document anymore.
Further it is disgusting they picked up the mangled cat and threw Tobey in the garbage like TRASH and told the family where to pick up their dead cat.

Synopsis: Tobey, the 19 year old cat. Problem: Shooting an elderly, thin, deaf, 6 pound, frail helpless cat in the head IS animal cruelty; the cat may not have been quite died from the first gun shot and was writhing in agony-so two shots were fired-what other reason COULD there be?? PLEASE hold the police officers accountable for their cruelty as this is outrageous and most disgusting: ~Animal cruelty is against the law.~ The police department may have sent a so-called letter of apology to the family, but they STILL made the family pick up the cat in the trash instead of them doing it and giving the cat's body to the family in a more respectful manner. A cat, especially that many years as a pet, is a family member. It is NOT appropriate for a family member's corpse to be picked up in the trash. I feel this represents how cruel the Police department was and in reality had no remorse for what they have done.
~~NOW IF A SUPERVISOR TOLD YOU TO JUMP OFF A CLIFF WOULD YOU DO IT? OF COURSE NOT. JUST BECAUSE THE COP SUPERVISOR SAID TO KILL THE CAT, I WOULD NOT HAVE COMPLIED BECAUSE IT IS CRUEL!!! ~~how can shooting a feeble old thin cat in the head not be considered cruel???

I ASK THE CITIZENS OF MISSOURI TO CONTACT THEIR STATE REPRESENTATIVES AND MAKE ANIMAL CRUELTY A FELONY!! IT IS A FELONY IN MOST STATES.
Please sign the Petition-an email will be sent to the Mayor of Raymore, MO; The City Manager--it was explained the DA office has to wait until a report comes to her office before they can act, so instead of her it is hereby changed to City Manager, Eric Berlin; and PETA. The Police Officer alleges he thought the cat had rabies-yet was willing to splatter Tobey's brains in the field and pick up the mangled cat with his hands and throw it in the trash. In addition, see below with regards to UNTRUE statements made in the police report. If law enforcement is authoritized to kill cats, common sense dictates shooting cats is far from humane; does this imply any cop can shoot any cat found wandering outside??
Toby was a 19 year old cat-beloved family pet who is deaf lived with his family for 18 years-and was declawed most of his life. The cat, being so helpless and ELDERLY weighed only six pounds--this cat even had his own prescription card at Wal-greens. Toby was well taken care of and deeply loved. By accident the cat wandered outside. Three police officers contained the cat, drove to a field, then shot it in the head TWICE: Common sense dictates the cat was still alive suffering in agony after the first gunshot to the head, then shot it again to finish the deed. The police picked up this slaughtered cat with his hands-and threw it in the garbage. Apparently approved by his supervisor. This is horribly cruel and my deepest sympathies for the cat's family for having their beloved pet-a member of the family-brutally snuffed and thrown in a trash bag. THEY HAD NO RIGHT TO DO THIS!!!
Now--The police officer alleges he thought the cat had RABIES!!! If he believed the cat had rabies WHY did he have to shoot the cat twice in the head (body fluids can splash and destroys lab analysis confirming rabies). Then PICKED an alleged rabid cat with his HANDS, & throw it in a trash bag--where body fluid can splash on him during that process. I'm certainly no cop and I know nothing about law-but common sense dictates-Animal control should have been called and the cat would have been put under quarantine and if without symptoms in so many days is brought back to the family-ALIVE. Everybody knows that! IF symptomatic the cat would have been HUMANELY euthanized with brain INTACT to examine and confirm rabies (an intact brain is absolutely essential for rabies analysis). If the police officer believed the cat had rabies, he has endangered the family of the cat by destroying Toby, and he endangered the community-you just don't stuff an alleged rabid cat in the trash not knowing if it truly had rabies and throw it in the city trash bin not knowing who was exposed-he does claim he thought it had rabies. The whole thing doesn't make any sense. If the cop sticks with his story, does this mean everybody needs rabies injections??? They said the dog pound was closed-well, don't they have any shelters? What RIGHT do they have to shoot a pet in the head TWICE and throw it in the trash!!! HOW DARE THEY!!
I feel it is outright animal cruelty as it is outrageous. If you have a pet cat or dog and it ACCIDENTLY wandered outside, how would YOU feel if a cop took your beloved pet to the field and shot it in the head, most likley not killing it the first time so they shoot it AGAIN and then throw your beloved pet in the TRASH like it were garbage.

Per the article-this is the city's response: "On Thursday, Wesner questioned why, if police suspected Tobey had rabies, they would shoot him in the head when the brain would be needed for testing. And then dispose of the body without doing any testing. “We do not know what they were thinking,” Wesner said Thursday. City Manager Eric Berlin told the mayor and council members in a memo that the city should reconsider its procedures for euthanizing animals because protocol was not followed in this case."
Is the fact that someone's pet was murdered and thrown in a trash bag a trivial matter, or does ANIMAL CRUELTY mean anything to anybody anymore. Supposing if law enforcement were authorized to kill cats-common sense dictates shooting it to death is far from anything humane, or does this mean it is legal for any cop to shoot any cat they see outside. It seems to imply this in my opinion.
ACCORDING TO THE RAYMORE POLICE DEPARTMENT, THE OFFICER THAT SHOT THE CAT TWICE IN THE HEAD WILL ***NOT*** BE PUNISHED - AS THOUGH NOTHING HAS HAPPENED

They may need some education that shooting cats is, well, animal cruelty. Perhaps they don't understand that.
UNTRUTHFUL POLICE REPORT!
The police officers had written these "facts" in the police report which happens to be a LEGAL DOCUMENT:
POLICE REPORT: "The cat appeared to be wild".
Truth: The cat was 19 years old, feeble, arthritic. I don't see how a 19 year old arthritic feeble cat can appear "wild" other than hobbling around.
POLICE REPORT: "The cat also appeared to be sick".
Truth: Tobey was 19 years old cat and was remarkably elderly-like a 100+ year old grandma. And if the cat were sick and suspected rabies like law enforcement alleged, why did the cops contain the cat, drove to a field, then shot the cat in the head TWICE with enormous cold cruelty--and dispose of it in the trash rather than rule out rabies with quarantine as prescribed by health department standards.
POLICE REPORT: "It had all four legs out with claws ON ALL FOUR FEET extended."
Truth: Tobey was DECLAWED.
POLICE REPORT: "The cat was VERY LARGE and would not fit all the way into the bag."
Truth: Tobey only weighed 6 pounds typical of feeble old elderly cats. Trust me a six pound cat is quite thin and feeble-and SMALL.
I though police reports were supposed to be truthful-and in my opinion this seriously casts doubt on the Police Department's credibility with its capacity to tell the truth in their reports!! What people do to animals they LIKEWISE will do to people, perhaps based on a prejudice. Isn't this some kind of legal and ethics violation, or are police officers exempt from being truthful on police reports. In my opinion this capacity to lie on police reports is an infringement of Judicial processI would be afraid to have police officers in my town if I knew they could so untruthful in police reports. That would frighten me!!
I'm just curious because I find it odd that lying on a police report isn't even being mentioned like it's not important.
(1) The cat that scratched the little girl may not have been Tobey;
(2) If it was Tobey (which was declawed), Tobey needed to be quarantined to rule out rabies per health standards;
(3) If the girl finds out (and she probably will) that a cat was shot in the head twice due to this incident, she is probably going to blame herself because kids DO put blame on themselves-who knows what kind of psychological damage this could cause.
