Petition to stop Police violence against peaceful protesters in Morocco.

Since the independence the Moroccan regime is conducting a major campaign of arrests assassination and repression against political figures of the opposition: Intellectuals, civil society activists and Defenders of Human Rights. 

This wave is part of the dictatorial politics : systematic violations of freedoms and human rights, extra-judicial arrests and arbitrary detention, torture and intimidation with unfair trials. 

The police violence that characterized the darkest years of Morocco's history, years of the iron fist still persist today with impunity. Several people died following torture in detention centers and in police precincts, and no trial has accused the authors of these crimes. The latest victims are:  Karim Chaib, Kamal Omari Mohamed Boudroua Kamal Hosseini 5 martyrs burned to death inside a bank in Al Huceima city. Several others have died because of the violence inflicted on them. How many other Victims should we lament before Morocco actually starts upholding justice?

Police officers are supposed to protect people. Impunity of perpetrators of violence and crimes against the citizens encouraged to reiterate and reinforce their sense of being above the law. This impunity must be combated by applying strict penalties provided for such acts. Practical arrangements should be made in place to prevent other scenes of torture and crime does occur during police detention. It is time that order finally reign in the police force! 

 

As a reminder, Morocco has signed the UN Convention of 1984 against Torture, inhuman or degrading treatment. The Moroccan national law was amended to reflect this agreement.

منذ فجر الاستقلال والنظام المغربي يجري حملة واسعة من الاعتقالات والقمع ضد شخصيات المعارضة السياسية :المثقفين ونشطاء المجتمع المدني والمدافعين عن حقوق الإنسان

هذه الموجة هي جزء من السلطة السياسية الدكتاتورية الشمولية : انتهاكات منهجية للحريات وحقوق الإنسان، والاعتقالات خارج نطاق القضاء والاعتقال التعسفي والاغتيال والتعذيب والمحاكمات الجائرة مع البلطجة 

تستمر إلى اليوم، ودون أدنى عقاب، أشكال العنف البوليسي التي ميزت السنوات الأكثر قتامة في التاريخ المغربي، والمسماة بسنوات الرصاص

فقد توفي العديد من الأشخاص جراء ما مورس عليهم من تعذيب بمراكز الإعتقال ومراكز الشرطة. وبالرغم من ذلك لم يدان عبر أية محاكمة مرتكبوا هذه الجرائم

وبذلك كان :  كريم الشايب و بودروا محمد و كمال العماري آخر الضحايا المسجلين، حيث توفو  متأثرين بما تعرضو له من ضرب على اجسادهم 

فكم هو عدد الضحايا الآخرين الذي يجب علينا أن نرثي، قبل أن يشرع المغرب فعلا في احترام القانون و المواطنين؟

إن المفترض في ضباط الشرطة ومسؤوليها هو العمل على احترام النظام. لذلك فإن إفلات ممارسي العنف ومرتكبي الجرائم ضد المواطنين، يشجعهم على العود ويقوي الإحساس لذيهم بأنهم فوق القانون.

لذا يجب محاربة الإفلات من العقاب، بالتطبيق الحرفي للعقوبات الخاصة بهذا النوع من الأفعال.كما يجب وضع إجراءات عملية أخرى بهدف الحد والوقاية من تكرار حالات التعذيب والحد من الجرائم التي يثم ارتكابها خلال فترات الإعتقال البوليسية.

لقد آن الأوان بشكل كبير وملح، ليتم احترام القانون من طرف أجهزة الشرطة.

وللتذكير، فإن المغرب قد وقع على اتفاقية الأمم المتحدة لسنة 1984 المناهضة للتعذيب ولكل الأحكام والممارسات القاسية أو اللاإنسانية أو المهينة. وتم تغيير القانون المغربي قصد ملاءمته مع مقتضيات هذه الإتفاقية.

 

FRANCAIS

 Depuis l’indipendance le regime marocain mène une vaste campagne d’arrestation assassination et de répression à l’égard de personnalités politiques de l’opposition : Intellectuels, militants de la société civile et défenseurs des droits de l’Homme.

Cette vague s’inscrit dans la politique totalitaire et dictatoriale du pouvoir : violations systématiques des libertés et des droits de l’Homme, arrestations extra judiciaires et détention arbitraire, torture et intimidation avec des procès iniques.

Les violences policières qui ont caractérisé les années les plus sombres de l’histoire du Maroc, les années de plomb, persistent encore aujourd’hui en toute impunité. Plusieurs personnes sont mortes suites de tortures infligées dans les centres de détention et dans les commissariats de police, et aucun procès n’a inculpé les auteurs de ces crimes. Les dernières victimes en date sont Fodail Abrkane, Karim Chaib, 5 martyres de El Hoceima, Karim El Omari, Kamal El Hosseini et Plusieurs d’autes sont décédés tous ses derniers jours suite a la violence. Combien d’autres victimes devons-nous déplorer avant que le Maroc ne commence réellement à respecter la justice et les citoyens ?

Les officiers de police sont censés faire respecter l’ordre. L’impunité des auteurs de violences et de crimes contre les citoyens les encourages à réitérer et renforce leur sentiment d’être au-dessus des lois. Cette impunité doit être combattue en leur appliquant strictement les sanctions prévues pour de tels actes. Des dispositions pratiques doivent être mises en place afin de prévenir que d’autres scènes de torture et de crime ne se déroulent lors des détentions policières. Il est grand temps que l’ordre règne enfin au sein du corps policier !

Pour rappel, le Maroc est signataire de la Convention des Nations Unies de 1984 contre la torture et autres peines ou traitements cruels, inhumains ou dégradants. Le droit national marocain a été modifié pour tenir compte de cette convention.
