Randwick Council has received a development application to convert the residence at 158 Moverly Road into a 46 place Childcare Centre (DA 584/2012)

If this application is approved it will have a serious and detrimental impact on the safety of all and the amenity of the surrounding area.

IT WILL:
• Encourage dangerous parking on Moverly Road
• Increase the traffic intensity in mornings and afternoons when school children are walking to South Coogee School
• Monopolise parking in the Cemetery Carpark – to the detriment of other users, including funeral services
• Destroy the visual amenity of the park – signage, shade structures and play equipment and alternations will change the residential nature
• Increase noise in a suburban area – 46 kids is a lot of noise from one suburban property designed as a residence

The property is on the sweeping downhill bend of a dangerous road at a difficult intersection. It is no place for a Childcare Centre and harassed parents doing the quick drop off on rainy mornings! We all know what busy parents will do when they are in a hurry.

Council MUST reject this application to avoid a potential tragedy.

      Yes, there is a demand – but the issue is how to most appropriately meet the demand without impacting the amenity and safety of the community. Retro conversion of residential premises is unlikely to be the solution.

      I have done some rough analysis of the data in that report and it confirms my suspicions that the huge demand in Woollahra and Waverly may be overflowing and impacting in Randwick. Maybe something we could raise in our discussions with Councillors?

      In Woollahra there is one vacancy per every 303 kids aged 0-4. Compare that to Randwick where there is one vacancy per every 64 kids aged 0-4.

    5. EXTENSION OF TIME FOR SUBMISSIONS GRANTED

      Dear Mr Bell,

      I refer to the above application and your emails requesting an extension to submit concerns.

      An extension for anyone wishing to submit to the application is fine and I can provide 14 days from today to do so. Please ensure you submit any additional concerns by 23 October 2012. Assessment of the application will not be conducted before this date. Should your neighbours contact Council, Im happy to indicate this to them also.

      Despite the above, the original notification has been conducted in line with Council's Notification Policy. On this basis, I cannot justify another formal notification and advertising period being conducted.

      In relation to the site notice, I have asked the Officer who deals with site notices to check and replace if required. While the official notification period indicated on the sign will have concluded, I will ask it be left up to inform those who have not had oportunity to view as yet.

      Moverly Road is notoriously dangerous at this point being a blind corner with no street parking on the proposed side of the childcare centre. I feel that due consideration needs to given to the number of cars that would be pulling in and out of the proposed centre on this blind corner. Presently, between the times of 8.15 and 9.15 and again at 2.50 - 3.15pm 300 parents of South Coogee Public School along with Early Learning Centre parents pick up their children creating an extremely congested and dangerous predestrian/car precinct .

      I pick up my children every day

      and the traffic is dangerous regarding the school up the road from the proposed site for the Childcare centre - it makes no sense to make the situation worse than it is - Moverly Road at this particular site is a blind corner and extremely dangerous
