Require Hotel Phones Dial 911 Easily: Help Enact Kari's Law

    2. Petition by

      Hank Hunt

      Winona, TX

On December 1, 2013 Kari Rene Hunt was alledgedly murdered by her estranged husband whom she was intending to divorce. She agreed to meet him at a local motel to leave their children with him for a short visitation while he was in town.

Her estranged husband alledgedly ambushed her in the motel room and cornered her in the restroom. During the struggle and resulting death of Kari, her oldest daughter, age 9, (name with held for privacy) attempted to dial 911 from the motel room phone. She followed instructions as taught by her mother on the way to call for help but she was never instructed that in some hotels and motels you must first dial a "9" and then 911.

We are attempting to ensure that any person needing police, EMS or the Fire Department at any hotel or motel location or from any MLTS/PBX system be able to dial the numbers 911 and receive emergency response. In a panic, any under age child, or for that matter anyone in an emergency situation should be able to depend on dialing 911 from any phone in the United States and receiving assistance.

We pray the lawmakers in our Congress and Senate hear the cries of Kari and her children and enact a law requiring all hotel and motel chains, including all "Mom & Pop" locations have all phone systems updated to E911 systems. These systems allow the 911 call to automatically connect to a 911 operator without having to dial a "9" in order to get an outside line and give emegency personnel the business name, floor and room or suite number. Total E911 fees/funds collected from the use of telephones in the United States was $2,322,983,616.36 in 2012. Total amount spent for E911 or 911 enhancements in the United States was $97,367,543.46 leaving $2,225,616,072.90 un spent. Where is this money? Some states such as Illinois, has diverted monies from the collection of E911 fees to it's general fund therefore being spent on who knows what. The money is there, it's being collected by who? THE GOVERNMENT! It's being spent on very little E911 functionality or just sitting there. Why?

WE ask that Wyndham Hotels, which is the parent company of Baymont Inns and Suites where this incident occured, lead the way in the industry by updating the antiquated phone systems still used in some of their hotels. Sadly though, 9 months later we have heard nothing from the Wyndham Corporatio, however, the Marriott International Corporation has mandated to all franchise hotels under the Marriott brand update their systems to be direct dial 911. Can you you guess what hotel we will be using from on will be? That's right , MARRIOTT!

Seconds count and when a 9 year old little girl is mature and brave enough to attempt to dial for help, she should be answered. When that child dialed 911 she should have heard, "911, what is your emergency?" Instead she heard static. We understand the cost implications (which in most cases is very minimal or free) and know that E911 has been a requirement for a few years, but only a handful of states require it. Why? Money is collected from every citizen that uses a phone but it's the citizen that is NOT benefitting from the collection of these funds.

We ask the United States Congress to make it a requirement for all hotel and motels operating the United States and offer conversion assistance where needed. We also ask that such law(s) prohibit excessive charges for doing this update, in most cases it is simply a series of buttons from a keyboard that will solve the problem.

Please help make this "Kari's Law".

I received an email from Stephen P. Holmes Chairman & CEO Wyndham Worldwide Corporation today. He was very cordial, sympathetic, and said "I have copied the CEO of our hotel group on this e-mail so he can give you a full response on what we are doing to address this issue." I look forward to more positive responses from Wyndham as we continue to bring awareness to the pubic. Thanks to all our supporters and please stay tuned for more updates as December 1st grows near.

      Hank Hunt

Had a cousin visit and he stayed at the Wingate by Wyndham in Longview, Texas. He said he could not find any instructions on the phone or elsewhere in the room how to reach emergency personnel. He finally found the instructions in the "welcome booklet" and it said to dial 9-911. When checking out he asked the desk clerk why and she said,"You do NOT have to dial a nine to access 911, I don't know why it's in there". She stated that they are changing all of their hotels because of Kari's Law (not sure and what happened. It took a guy from Arkansas visiting his cousin to find that out. We have still to this day, never heard from Wyndham so I have to take this as their response to what happened at their hotel in Marshall. I'll take the update anyway we can get it!

I can't thank our supporters enough for having our backs. Things are still happening, slower than I would like but, progress is happening. Obviously we want this to be done properly and with dignity and that takes time, so stand by, keep spreading the word about the petition and let's watch it grow!
      Thank you all,

      Hank Hunt

I never realized just how many problem three numbers could cause in this day and age. 911, simple. Can't be done with todays technology apparently. Tell your service provider that by "I better be able to reach help both by wireless AND landline when calling 911". DEMAND IT! There was no problem with the technology in the 1960's that I can find. Not saying there wasn't, had to be but on this level? No. Go to any payphone today, I know, they are few and far between but still, pick up the receiver, dial 911 WITHOUT depositing a coin and guess what. I bet you hear, "911, what's your emergency?" A payphone....

This is what happens when 911 fails

Our most important lifeline isn't always there when you need it On a June morning in Washington, William Leneweaver, the state's E911 IT projects and operations manager, was alerted to a call. A man had been attempting to dial emergency responders, but he couldn't get through.

One of the most tragic elements of this horrible event is the fact that the attack on Ms. Hunt was witnessed by her children.

OK folks, we have made great strides with this petition and I cannot express our gratitude to you for helping and supporting this. I have never done anything like this before but have learned so much! Part of that lesson is that when something works, why fix it! However, when DIFFERENT stradagies also work it's time to move. We are trying an experiment whereby we create a petition for each state that undertakes consideration of Kari's Law. As you all know, the State of Illinois has already passed this law as well as Suffolk County New York. Well, New Jersey has the law written and is being held a little too long in committee so Mark Fletcher started a petition for New Jersey only. PLEASE sign this petition. If we can deliver a hint that we are serious as a public then if we have to do this state by state we will. Let's tell New Jersey we are behind them on this law and look forward to seeing Kari's enacted for the safety of the general public but most of all, those kids. If we are going to teach children to dial 911 for help then by God we better give to them . Please sign New Jersey's petition here- http://www.change.org/p/nj-law-and-public-safety-committee-require-911-direct-dial-in-nj-hotels-schools-and-businesses PLEASE SHARE!!!!

Next week, we will be taking the kids to Disney in keeping with an idea Kari had last year. She wanted everyone to go from Aunts and Uncles to cousins and Grand parents. Well, that's what we are doing. Of course not everyone can go due to various reasons but there will be 16 family members making the trip. It will be bittersweet for me but it's what Kari's wished for her kids and that's what we intend to do. So, wish me luck and once the bills come in I'll need all the prayers I can get! LOL We will have a good time, wish us luck for good weather. I'll update when we get there!

The folks in our Government are there because WE elected them to go to Washington and do a job that we expect them to do. If you feel that being able to dial 911 from any phone with having to dial a prefix number, write your Representative and tell them to make this a LAW! Let them know how SERIOUS you are! You will be surprised at how much influence and power you have over them and guess what, you do!
YOU are their boss, they listen to you or go home unemployed at the next election. It works, it just takes that little bit of effort on your part. Need your Representatives email?

Here is a sample letter you can use, just copy and paste and then change the wording you feel would convey your message.

      The Honorable ____________________________

      Dear Congressman/Senator ______________:

As a constituent who votes, I am writing about an issue that is very important to me: Direct Dialing of 911, Kari's Law. Specifically, I am writing to urge you to support this law requiring that all MLTS/PBX telephone systems allow the public to dial 911 with having to dial a prefix number first. change.org/karislaw

On December 1, 2013 Kari Rene Hunt was alledgedly murdered by her estranged husband whom she was intending to divorce. She agreed to meet him at a local motel in Marshall, TX. to leave their children with him for a short visitation while he was in town.

During the struggle and resulting death of Kari, her oldest daughter, age 9, (name with held for privacy) attempted to dial 911 from the motel room phone FOUR TIMES! She followed instructions as taught by her mother on the way to call for help but she was never instructed that in some hotels and motels you must first dial a "9" and then 911.

911 is taught to ALL children as the go to number for help. It's on the side of Police cars, Fire trucks and Ambulances. It's taught by parents, teachers and public officials but that is not the case in most hotels, office buildings, SCHOOLS, etc.

This problem is fixable at little to no cost by simply re-programming these Telephony systems.

Kari's Law should be enacted in order to finally make 911 a Legislation that actually makes sense and WILL save lives as it was intended. I ask that you consider either proposing or supporting Kari's Law. The next time you are on vacation you have to read the instructions on how to call for help at each hotel you stay at.

First Responders Caution Public: Some Phone Providers Do Not Allow 911 Dialing

When seconds matter, dialing 911 is thephone call you rush to make, unless you learn your phone provider does not allow emergency calls. Several voice over internet protocol (VOIP) services do not offer emergency calling. This makes first responders like Capt. Randy Hunter with the Bluffton Township Fire Department uneasy.

I wanted to take a time out to thank all of our supporter and signers. This has been a tremendous response that we never expected. Your signatures are making a difference!

Recent trip to New York city and Long Island proved that word about Kari's Law is spreading. Suffolk County (Long Island New York) has proposed legislation based on Kari's Law. We spoke to the Suffolk County Legislature and learned later that day that the proposed legislation sailed through the Safety Committee and now awaits a vote in July. http://newyork.cbslocal.com/2014/06/12/texas-family-comes-to-l-i-to-show-support-for-proposed-karis-law/

Also, Senator Jennifer Bertino-Tarrant, proposed Senate Bill 3313 based on Kari's Law and the results were simply amazing. See here http://www.ilga.gov/legislation/BillStatus.asp?DocNum=3313&GAID=12&DocTypeID=SB&SessionID=85&GA=98 We are now awaiting a signature from the Govenor. You might send a gentle note his way, Gov. Pat Quinn https://www2.illinois.gov/gov/Pages/ContacttheGovernor.aspx

After traveling to different parts of the country it is OBVIOUS that 911 needs revamping. Now is the time to really show the ones that count how serious we are about this subject. The increase in signatures has gotten a tremendous amount of attention and getting more signatures will help push this legislation to right people and get it done. Please, tell everyone you know to sign the petition but ONLY if they agree with it.

We have found the phenomenal way social media has helped this petition gain notoriety was a surprise and I think that spreading the word through your Facebook, Twitter and Email accounts will most certainly push this petition above the 1/2 million mark! Your help is wholeheartedly appreciated and if you can work it into your schedule to help spread the word again I am sure the results will be astounding.

Thank you all again, There is no need for a child to not be answered when they do what they are taught to do in an emergency. If a child dials 911 from any phone in the United States they should hear on the other end, "911, what is your emergency?".

      Help us make that happen!
