It violates the right of the people to peaceably assemble, and to petition the government for a redress of grievances, as protected by the First Amendment. Of particular note is the wording compelling enforcement regardless of the intent or nature of the activities.

It creates an environment in which houseless members of the community are actively discriminated against, denied places to rest, and taken to jail, where our tax dollars are needlessly spent in incarcerating them.
