A war is being waged on low-income, first generation college aspirants, especially in rural America. In the last federal Upward Bound grant competition, over 252 programs were defunded. My program was on that list, despite the fact that we wrote a STRONG proposal in collaboration with other Maine UB programs that WERE funded. Virtually NO STATE in the country was spared. In my home state of Virginia, SEVEN programs lost funding.

I am told that grant competitions are the "Luck of the Draw," with the diversity of readers. I cannot accept this fact. Opportunity for equal access to a college education should not be a game of chance. I can prove our program has been effective for the past 46 years. I am sure other programs that were defunded can make the same claim. One of the hardest things I had to do on Monday of this week is tell our students that we have lost our program. I can rank this among one of the WORST professional or personal days of my life.

I am not asking anyone to fight for my job or the jobs of my staff. I am asking that you fight for the bright and capable young men and women in your state who have lost a critical resource for reaching post-secondary education. For your convenience, I have included the full slate of defunded programs. If this bothers you 1/10 as much as it does me, PLEASE contact your Congressional delegation and ask them to contact the defunded programs in your state for their grant scores and readers' comments. I thank you in advance for any help you can provide by taking a few minutes to demand that the review process for these grants be examined and the US Department of Education be held accountable for its decisions.       After 46 years of service, the Classic Upward Bound program shut it doors on Wednesday, Aug. 1st. Every one of the 252 defunded programs has its own legacy of students and own unique voice. I share our students and staff with you and encourage you to keep this petition alive. Congressman Mike Michaud visited our program on Monday and was visibly impacted by the fact that, despite the good we are doing, we are not being allowed to continue the work of equal opportunity to higher education. I encourage you to watch the video and keep up the drive for petition signatures.

    3. Reach out to ALL UB AND TRIO PROGRAMS

      We know that Congress is close to finalizing legislation to prevent the student loan interest rate from doubling. We also know that the potential “pay-for” would generate excess dollars. Therefore, TRIO supporters in the House of Representatives, most notably Congressman Bobby Scott (D-VA) and Congresswoman Gwen Moore (D-WI), are working with House leadership to seize this opportunity to secure additional funding for TRIO

      Congress is expected to finalize negotiations early next week, if not this weekend. Therefore, it is vital that all TRIO supporters (staff, students, alumni, parents, etc.) CALL their House Representatives and both Senators and urge that they provide $85.1 million for TRIO in the student loan bill - this would restore funding to 303 Upward Bound programs and prevent the $10 million loss in McNair.

      Sign the petition and call your Congressional delegation. Time is critical to making our voices heard!!

      We MUST reach out to Montana and House Rep. Denny Rehberg, who is on the House Appropriations committee. They are voting on the budget THIS WEEK. If you are from Montana or have connections there, PLEASE encourage them to do two things:

      2. Contact Senator Rehberg's office in Washington and insist that he stands for Upward Bound programs defunded in his HOME STATE and encourage other House member to speak up as well.

    13. Who Knew ONE Letter Could Get So Much Attention?

      Received an email from a UMAINE TRIO colleague today. It seems one of our UB students (Arika Beard...PROUD OF YOU!) wrote Governor Paul LePage and asked for his help to save UB. Confused, Gov. LePage contacted the PRESIDENT OF THE UNIVERSITY OF MAINE, asking what was going on. President Ferguson contacted the UMaine CHANCELLOR, who then contacted the UMAINE PROVOST, who contacted our colleague asking for information.....WOW.
      NEVER doubt what one letter....or one signature can do. Arika will ask Gov. LePage to have our Congressional delegation stand up for us in the coming fight to fund down the slate.
