Options in Education, Inc., is a taxpayer funded non public school for some of California’s most challenged students in San Joaquin county. This small school with fifty five students has gross annual revenues of 1.3 million dollars. Foster youth and others, many times require these specialized schools to assist them in their education goals to overcome learning disabilities, behavior and self esteem issues and social promotion.

Link to Oakland's American Indian Charter School that was just audited and the charteristics of the fraud is almost indentical and remarkable.

Indian Charter supe's wife is the financial officer

Option's Ex. Dir's husband is the chief financial officer

Both Indian and Options hire unqualfied teaching staff

Both schools falsified the academic progress student's made

Both schools shifted large sums of cash to their spouses;Indian about a million a year in rent, construction and salary: Options has over $600,000 a year out of a annual 1.3 million dollar budget missing every year. Teacher's are paid $15 an hour all staff are on furloughs, no benefits all hourly waged employees.

Indian & Options had board's that were not paying attention. Options board hired the daughter of a board member who is a convicted criminal for elderly abuse and financial scams as a deputy guardian for the elderly to work at the school.

At least four members of the Stockton Unified School board, Sarah Cazares, Jose Morales, Glorial Allen and David Verela; are so risk adverse they don't want the school investigated & audited.

      Margaret Harris Frederick & Craig Frederick, are at it again. They had an Aflac agent deny disability to a worker who was viciously attacked in the work place right after testifying in a federal labor case the Fredericks lost. The Fredericks lied their management staff lied, but the fraud didn't work in that federal court room. Frederick' terminate the employee six months later while on disability for job abandonment.

      After enlisting a staff to attack this 18-year employee, the Fredericks & Aflac Neal Daily, cook up another criminal scheme to to not report the attack to the Stockton Police Dept and deny this employee benefits.

      Frederick' now have a third federal labor charge in the pike and are spending tens of thousands of OUR money fighting a bogus restraining order and attacking staff.

    5. Education Rights of the State's Foster Youth is Critical

      Your voices are being heard, but at SUSD, three Trustee's-Morales, Cazares, Varela; refuse to meet with us and discuss these critcial issues. These Trustee's elected to represent the People, are fearful of a scandel and their heads are buried. The ongoing failure of education is directly linked to these type of elected official's that don't have the political will or courage to fulfill their obligation to the People.

      We tip our hats to Trustee's Allen, Smith, Ramirez, Jimenez, for returning our calls consistently and why we may not all agree on the issues these Trustee's have shown their respect and obligation to the state education code and the students.

    6. Why can't SUSD & HSP Operate a Legal School? Where's the Money?

      1.3 million dollars of OUR money 55 students that are such high risk they might as well have "PRISON" tattooed on their foreheads. This will likely be the last school many of them will ever attend in their lifetime and the Frederick' are operating an elaborate scam to defraud the youth, parents, community and US; all because they are greedy and have no moral compass.

      Many of the SUSD Trustee's have given their elected office and powers over to the superintendent who in 2011, ignored state education code complaints against Options in Education; the superintendent drawing a pension and a salary, can't be bothered to comply with the education code; so he has district paid attorneys make up excuses and lies over his incompetence and a band of Trustees to protect him.
      Options in Education, executive officers bribed a federal witness and had another federal witness viciously attacked which involved an NLRB labor case now on appeal in Washington.

      Petition Organizer STOP the fraud. We have a couple, the Frederick' who have made it their live pursuit, sport and business plan to exploit Calif foster youth and many staff. Staff have reported being harassed, oppressed, overworked, underpaid, illegally fired; with some that reported that HSP commonly conceals child abuse to include drug and sexual expolitation.

      A former bookkeeper, reported the Frederick' paid their private babysitter as a childcare worker. HSP bought the "Fancy Flea' in 2007, from an associate, that was an ailing unprofitable business with a state/federal youth employment grant. Not one youth was paid in the commercial business, no worker's compensation,; many youth were also forced to perform their community service at this commercial business it's unlawful.

      In June, 2011, HSP lost a National Labor Relations Board, case no. 32-CA-25262; there was no lie that the Frederick's couldn't tell; a federal witness unfavorable to HSP was violently attacked. Follow link. 3/4 pg down

      It sounds to me like there needs to be a full investigation and a review of the accounts by an experienced forensic accountant. This is probably endemic in California schools and is likely one reason the state is having difficulty properly funding public education.

      Horrible place to work. They manipulate the youth to undermind staff as a tactic to drive staff away and force them to quit. DSS shut the group homes down.

      The public has a right to know what's happening at this school. There's a ton of money and many lives at stake. Calling on SUSD to buck-up; take responsibility for the oversight of this school with full transparency and disclosure. This matter will not be sweeped under the preverbial carpet by a court order.
