ENG:

We urge all civil society to remind Heads of States of their duty to attend the UN CSD RIO+20 Summit, that will take place in Brazil on June 2012. We need their engagement and urgent implementation of sustainable policies to create a better future for us and up coming generations. Rio+20 is an outstanding opportunity for fundamental change and its importance is not only measured by the urgency of the problems it tackles but also by the highest level of attention it is given by many of the World leaders.
In the challenging world of today, it is crucial that the people’s representatives engage in the Conference that fights urgent global issues such as unequal consumption, overexploitation of natural resources, increasing poverty, to stop short-sighted solutions, and the greed of companies, banks and individuals. It is urgent that together, they commit on finding strategies to promote global economic and social transitions in ways that avoid marginalization of peoples, environmental degradation, over-exploitation or pollution.

Knowing that the Heads of State take every opportunity to connect with and hear the concerns of their constituents, we urge civil society to formally express its strong wish for their leaders engagement in the Rio+20 Conference, whose goals are: to secure renewed political commitment for global Sustainable Development, assess the progress to date and the remaining gaps in the implementation of the outcomes of the major summits on sustainable development, and address new and emerging challenges.
From soaring food prices to the crippling effects of climate change, our economies are now confronting the reality of years of spending beyond our financial and environmental means and millions of people are suffering and dying because of that. If we are to maintain stable societies and enjoy good lives, we can no longer sustain a widening budget gap between what nature is able to provide and how much our infrastructure, economies and lifestyles require.

We urge Governments to stand up for the creation and protection of sustainable communities and societies not only in their countries but worldwide. We believe that we all have to invest in a long-term maintenance of well-being, within its environmental, economic, and social limits, for us and future generations, through a responsible and fair management of resource use.

As citizens of the World we fundamentally support the Heads of States engagement and kindly demand that they take this opportunity to positively and on the highest level contribute in the Rio+20 Conference on behalf of all us.

FRA:

Members of the European Parliament (MEPs) have cancelled plans to send a delegation to the UN Rio+20 Conference on sustainable development, due to take place in June in Brazil. US President Barack Obama and British Prime Minister David Cameron have also said they will not attend the conference. Cameron has said he is not planning to attend Rio+20, despite promising to lead the "greenest government ever" and the date of the summit being changed to avoid a clash with Queen Elizabeth II's diamond jubilee.

The decision of the MEPs was taken earlier this week by political group coordinators of Parliament's Environment Committee, in light of spiralling hotel costs.

"The huge increase in the estimated cost of attending the summit is simply not justifiable, especially at a time when many Europeans are faced with economic hardship," said Environment Committee Chairman Matthias Groote.

The good news is that the United Nations has just announced that 115 heads of state have already committed to attend the Rio+20 Earth Summit– roughly the same number that attended the first Earth Summit twenty years ago. The not-so-good news is that the UN has not revealed any of the specific names, nor is there much information readily available on what various governments are actually doing to prepare for Rio+20.

‎"Without exaggeration, we can say: the future of our planet is at stake -- people's lives, the health of the global economy, the very survival of some nations." - UN Secretary-General Ban Ki-moon said today, urging deadlocked climate talks in Durban to work urgently towards sustainable solutions.

“The world is looking to you for leadership,” Mr. Ban told participants at the 17th session of the UN Framework Convention on Climate Change (UNFCCC ), where thousands of representatives from governments, international organization and civil society have gathered to advance ways to cut global carbon emissions.
“The science is clear,” he said, citing reports by the World Meteorological Organization (WMO) and the Intergovernmental Panel on Climate Change (IPCC) which state that carbon emissions are at their highest levels in history, and that greenhouse gas (GHG) emissions must be reduced by half by 2050 to avert irreversible consequences.

Several environmental and socio-economic challenges threaten the well-being of citizens of the globe today, which call for a structural change in the global economy. Thus at Rio a global deal on development should be agreed, which can ensure that economic activities stay within the global carrying capacity, the access to resources and land is ensured to all, and the generated benefits are shared equitably. The needed transition requires that total environmental pressures (originating from resource use, land use and from pollution and alien genotypes) are absolutely limited. The proposed energy quota

scheme can ensure the access to resources,

reduce the differences in resource use and help realising resource efficiency investments for

all. It can also boost research, innovation and employment in sectors that contribute to the efficient and sustainable use of resources. The global quota scheme enables the necessary radical change in developed countries, as well as leapfrogging in developing countries. Applying the quota scheme at international level can generate funds for innovations, technology transfer and capacity building in developing countries from the trade of energy quotas.
