This dog was born and raised outside and free, if there was ever a time to constrain him, it was YEARS ago, now this dog would likely wither and suffer if keep penned. He's never been aggressive, and has someone caring for him medically as well as physically. There is no reason for THIS dog to be penned up other than for certain peoples need to have their own way. The law is to protect people and dogs, and is obviously in this particular case, unnecessary. Please keep him in the life he know and loves!!

Just let him be if he's not hurting anyone :) He's already old and contented with his life.
