      Hartford, Connecticut is the insurance capitol of the world, and its lobbyist have influenced legislation in "all" state’s jurisprudence with the enactment of CGS. 52-190a, called the Certificate of Merit.

      Needless to say, that all of our State legislators have sworn to uphold the laws of the United State’s Constitution, which will provide protection to all of its citizens.

      However, the insurance industry, lobbyist, and state legislators, have deprived us of our basic fundamental and Due Process Rights to seek remedies through the Judicial Process by creating a Pre-litigation Tax on the Poor, called the Certificate of Merit which has added INSULT TO INJURY and constitutes a very serious harm to the victims of medical malpractice. Not everyone in the State of Connecticut can afford to pay 10,000 to $20,000 for the Certificate of Merit.

      It would appear that the insurance lobbyists have created a modern day Tax Poll law, and the state legislators does not care and/or know that there is a cost factor for the Certificate of Merit which is between 10, 000 and 20,000 dollars.

      So, spread this message all across this land,…to all cities...all over the world. Just think, what are you going to do, if you are faced with a medical malpractice action? Our goal is to reach 211,291,417 signatures and we need more support.

      The question is: Is the certificate of merit requirement for medical malpractice cases constitutional?
