Congressman Chaka Fattah: Introduce legislation outlawing exceptions to Nuremberg

The Nuremberg Treaty, to which the United States is signatory, was designed to outlaw such atrocities as the medical experiments performed by the Nazis in the death camps of Europe. It requires that all human subject medical research be conducted only with the informed consent of the experimental subjects. According to Harvard scholar Harriet Washington, directors of federal agencies have the power to issue exemptions to the informed consent requirement. This flies in the face of Nurmeberg and deserves a remedy.

      The Nuremberg rules are central to all ethical research. We executed Nazi doctors for violating them. The US Army said they apply to all research and all researchers. There should be exceptions.
