Burbank City Council NO GRANDFATHERING of stores that sell Puppy Mill Puppies/Kittens

At the October 16th, 2012 City Council Meeting, the Council directed staff to draft an ordinance which will ban the sale of commercially bred puppies and kittens at Burbank Pet Stores unless they come from an animal shelter or  animal rescue group.

PROBLEM:  Certain City Council members want to "grandfather" in the only remaining pet store in Burbank that continues to desire to sell puppy mill puppies.  We don't want a grandfathering...but a "grace" period only so that the store can finish selling their ordered stock of puppies.

The City of Los Angeles recently enacted a similar ordinance and is only giving pet stores in the City a 6 month grace period.  Other cities such as West Hollywood and Glendale have also passed similar ordinances.  Burbank should follow! 

Commerical Breeders (aka "Puppy Mills")  breed puppies/kittens for profit. The parents of those cute puppies and kittens sold in pet stores are enslaved to a life of breeding - never feeling grass under their feet or the loving touch of a human. They are treated like livestock, receiving minimal vet care.  Overbred,  inbred and forced to live in unsanitary conditions.  Typically, smaller breeds spend their  entire life living in tiny, wired floor cages, while larger breds live in cramped kennels without the proper exercise, nutrition and care.   Female breeding stock are sometimes bred until their bones break and their teeth fall out.   When you buy a puppy from a pet store you prolong the unfathomable suffering of puppy mill parents and contribute to continuing this cruel cycle. Nearly 100,000 pets  were euthanized in 2011 JUST in Greater Los Angeles Animal Shelters. This is about the population of Burbank. Throughout the country over 5 millions animals were euthanized while puppy mills "mass-produce" an additional 4 million each year. This is the senseless killing of man's best friend and it's time stand up for the millions of animals that needlessly die each year.    

Pet stores can be part of the solution by converting to a business model that is more sensitive to the problems we face as a community.  

 Let's show Burbank's local government that we, as a community, care deeply about this issue.  This is not about being unsuportive of local businesses but being responsible, proactive, supportive and antipathetic to the issues that face us- both in our own backyard and throughout the country.  Please Share your Voice.  For more information on the cause go to www.BurbankCROPS.com

      Tenative - JANUARY 29, 2013- Burbank City Council
      The staff is supposed to present the City Council with the draft of the Puppy Mill Ordinance on January 29th, 2013. The Ordinance is currently written with a grandfathering provision. We DO NOT WANT a grandfathering provision that allows stores to continue selling commercially bred factory milled puppies and kittens- a grace period for the stores but NO GRANDFATHERING. We need all Burbank residents to show up and ask the council to RE-DIRECT staff to delete the grandfathering provision.

      CROPS along with other animal volunteer groups will be out in full force in Magnolia Park for Holiday in the Park. We will be promoting awareness of the Grandfathering Provision that certain members of City Council want to give Peggy Woods Pet Emporium so that the owners can continue to sell commercially bred puppies, instead of only a grace-period to sell their remaining "orders." The City of Los Angeles didn't give any "grandfathering" to any pet stores in the newly enacted ordinance that became effective this week...Burbank shouldn't either!     4. UPDATE AFTER MEETING - WE'RE NOT DONE YET!

      OUR WORK IS NOT DONE!

      The support from the community for the ordinance was overwhelming. There were less than five speakers who were not in favor of the Puppy Mill Ordinance - the remainder of the jam-packed chambers were unanimously united in seeing that this ordinance gets on the records.

      It seems like all five council members were unanimously in favor of there being no NEW pet stores opening in Burbank that would be allowed to sell puppies and kittens (dogs and cats) unless they come from registered non-profit animal rescue, adoption or shelter organizations - HOWEVER, they want "grandfathering" carve-outs for one pet store that sells mill animals because it has been in existence for decades.

      We don't want carve-outs - ALL THAT IS NEEDED is a Grace Period- no "grandfathering" carve-outs.

      We are in the 2 week crunch period before the City Council votes on the ordinance. A team took to the streets this weekend passing out information about the meeting date. There are pet stores in town who do not want this ordinance to pass and they are lobbying hard too... The old business model of selling milled animals does not work in our society when we are putting down millions of animals each year just because there is no room for them. Please get this on your social media to all of your Burbank contacts so we can be the louder voice for our Council to hear. THANK YOU!!!!!!!!!!!!

The City Council will hear oral presentations on this ordinance on October 16, 2012 at 6pm. Please forward the petition to everyone you know if Burbank who share the view that we don't need pet stores selling puppy mill puppies coming from sources in or outside of California when we can't provide homes for the dogs and cats already here! Let's send a clear message to our elected officials that we want Burbank to help pave the way for pet stores adopting a humane model whereby they help rehome already homesless pets instead of contributing to the mass overpopulation epidemic in our country by selling milled puppies and kittens.

      Please do not grandfather in any puppy mills. The environment is horrible for the dogs that are used for only puppies and the puppies are always very sick!
