On May 31, 2012, Moose, 3-year-old chocolate Labrador retriever, jumped over the fence and went missing. After weeks of searching, a reward was established in hopes of finding Moose.
According to the local police, the family had spent much time checking animal shelters and police reports, posting fliers in area towns, and knocking on doors to speak with as many people as possible. The family also spent a great deal of time on the computer, searching websites devoted to lost and found pets, posting notices through social media outlets, and putting out a canine version of an Amber Alert.
On July 13th, Moose came home to his owners, but unfortunately he was gone! A local woman stated that she found the dog while out jogging and called the owner.
After local police started the investigation, Jacqueline Lockard, was charged after confessing to police that she had failed to return the 3-year-old chocolate Labrador retriever, named Moose, when she found the dog outside her home shortly after it went missing May 31 from its owners’ property off North Chester Avenue.
Lockard, whom police described as a novice dog rescuer and trainer, gave Moose to a Pennsylvania family who agreed to pay her to train him. The dog later died in Lockard’s care after she left it inside a parked vehicle on a hot July day, police said Thursday.
Lockard then tried to cover up her involvement by contacting the owners and telling them she found Moose dead while jogging, police said.
Lockard was arrested Thursday after recanting her story to police and was charged with theft of lost or mislaid property and hindering.
We are seeking signatures to have a new law, “Moose’s Law”, created to hold those who work with animals and are charged with animal cruelty, NEVER be permitted work with animals or obtain a license to operate a business involving animals.

      This person should never be allowed to have or be involved with animals ever again!! This was the murder of a poor, innocent dog who was loved by his family. No animal deserves the torture he went through. We need to stop this cruelty, we need to do it now. Poor baby Moose, RIP.

      The mistreatment of animals should be considered a crime. Animals are defenseless in most cases.

      If any person does something which directly causes the death of a domesticated animal you should not be allowed to own a pet or work in any industry which allows you to be near or around pets of any kind.
