  Judging Khartoum's Good Will

  Very good points, Michelle, which is why it is so frustrating to hear reports of Bashir's pronouncements about how Khartoum will help the South if it chooses to secede. From WaPo: "But if the result of the referendum is separation ... the Khartoum government will be the first to recognize this decision.
