Tim commented on the article |As a former Texas Prison Guard I think it's a conspiracy to NOT give Texas inmates condoms.. I feel this way because about 40% of the inmate population at the institution I was assigned were either HIV positive or had full blown AIDS.. 4 years later it increased to 85% of the inmate population... talk about a way to ease overcrowding (ya think) I even wrote a couple books about it.. www.holdingmyown.com
