I recommend to your readers the book Sex Trafficking: Inside the Business of Modern Slavery, by Siddharth Kara. He spoke not too long ago at Carnegie Council on this very topic (http://www.policyinnovations.org/ideas/media/video/data/000102), and he gives a business analysis of the whole sex slave supply chain and where it can be best targeted for interdiction.
There is a real need to get an international network effect going by standardizing policies and punishments across jurisdictions to kill the demand side of this equation. The amounts of money that traffickers face in potential fines if they get caught are but a fraction of the billions of dollars this industry generates annually. Kara lays out a number of proposals for elevating the risk factor for traffickers.
