Most countries couldn't get away with it by themselves, but if they get together they can have a lot of power. The Arab Oil Embargo is one example of when a group of countries denied oil to the US. There was a lot of unity starting to build at Copenhagen between third world countries, and I wouldn't be surprised if this develops further, especially after the failed negotiations. These countries have little power, and they will suffer the worst effects from climate change, so this is probably their only card to play.
Of course they want to be like us, but you'd think they would learn from our mistakes. It is we who need to reduce our overconsumption. If they want to protect themselves, they need to stop subsidizing our consumption by continuing to supply us with the resources that let us do it.
South Africa does not need economic growth, that's the thing that's killing the planet. They do need to alleviate poverty and increase quality of life. This is probably best accomplished by reducing industrial economic activity and focusing on sustainable and self-sufficient food production, and increasing the number and quality of schools and hospitals. Why create more and more of a dependency on an industrial system that is just going to kill your people? And if you want the rest of the world to stop making things hard for you, stop giving them your resources.

48 million is nothing to a company like Coke. If India cares at all about the lives and health of its people, they need to kick these companies out, not fine them.
Nick, I don't think there's too big a division. The vast majority of Canadians (with some exceptions in Alberta) are opposed to the tar sands. The problem is the government, which is a minority government, and only received a 30-something percent share of the votes.
Not that I mean to blame only the Conservative party, the Liberals were in power previously and supported the tar sands and even now are not taking a position against them, though that could change in the case of an election. (Which can happen at any time if there is a non-confidence vote.)
There's no way to make the tar sands clean, they have to be completed halted, period. If you want to help accomplish this, consider supporting boycott and divestment.
