What Happened to Prison Reform?

I really hope they do something. My family member is a non-violent first time offender. The prison does not offer anything to my family member's education level. Everything my family member is involved with is not going to help get their life started back over when its time to be released. Something needs to be done.

If the government is going to keep them locked up and waste our tax dollars, at least make it useful.
