Being selective with their sex partners, condoms and circumcision.
Or
Being selective with their sex partners and condoms. -

The big differnce between vaccinations, other surgeries and circumcision is that the first two are medically theraputic circumcision in virtually all cases is not. If adult men want to get circumcised because they are unable to protect themselves that's their choice though it's a poor choice since circumcision wouldn't abrogate their responsibilities to themselves or their partners to practice sex safely.
The biggest problem with using circumcision in Africa (for adults) is that it is likely to be abused the way weight watchers abuse diet coke, as an excuse to continue bad behavior. -
