  The Tent City Debacle: Sanction or Remove?

  The Cal Expo option isn't really viable.  That place is essentially an outdoor convention area for concerts, etc.  The focus needs to be on getting these people into permanent homes, not emergency housing, which "legalizing" the tent city would be a step towards, however insufficient.  There seems to be a growing trend (according to what I have read) in advocacy movements for permenent homes as the first step- not conditional to the other steps (sobriety, employemnt, etc.) and then linking other services after this point. The org in Sacramento that has been working diligently for years on this issue in the River City is the Sacramento Housing Alliance- http://www.sachousingalliance.org/.  They are actually asking for donations of tents, etc. in the interim if anyone can help.
