    Isn't it hard to tell whether or not the situation has detoriorated or not -- and/or to what extend it has/is deteriorating?  Whether a cholera epidemic is creeping upon us or not?  The G13 included several of the largest agencies working in Darfur & the ability to monitor the situation is now incredibly hobbled...

    Before getting my MA in Conflict Transformation, once, a long long time ago (five years this June!), I was an English major.  You mean Tolstoy, not Dostoyevsky... ;)
