    Canadian program evaluations are provincial, and I don't know if every province does them (I currently work for an organization that handles the evaluations for Alberta, and I know that BC does them as well). Proper standards take into account Quality of Life as well as Quality of Service and the Organizational Framework that supports the first two sets of standards.

    I believe that some states also do some form of program evaluation, but I am not certain which. Formal program evaluation that is done by an external body is necessary for services to be appropriate and truly beneficial. In Alberta, this evaluation is tied in to government funding.
