After having spent some time working on this issue in Ukraine, I have a feeling it is more of the latter. The reason I say this is because I worked with the IOM in Ukraine and their statistics show an increase in the number of victims almost every year and the number of labor victims rises every year as well. In other words, the number of sex trafficking victims that are being identified isn't decreasing at the same time labor cases are increasing; The numbers are going up at the same time. So I feel it has much more to do with the recognition of labor trafficking as a crime and the ability of NGOs, IGOs, and government agencies to identify cases with both male and female victims.
