People with disabilities and/or mental illness should not be punished through a legal system that does not acknowledge their circumstances. Citizen rehabilitation needs to be the goal of the criminal justice system, not warehousing. My two adult children with FASD would be destroyed in jail; no good could possibly be accomplished for anyone involved.
