Essentially correct. We should instead focus on encouraging girls to pursue highly paid careers instead of chosing marriage and children too early in life. And we should create a social norm of women pursuing their own careers and goals instead of being 'helpmate' to their husbands and boyfriends.
This is precisely the mentality we have been fighting against since the dark ages. It doeisn't matter what a woman wears or where she hangs out. Rape is still a crime.
