If what Bob Marshall says is true then it stands to reason that God punished me if a birth defect to where I cannot walk because he knew I would become a republican.
I think I am more upset with the fact that this mess was published.

Punishment feels good but it accomplishes very little for adults. And we must stop treating adults like children. California releases every prisoner to parole. But not everyone needs to be monitored. Furthermore if 70% reoffend in 3 years of release the other 30% don't need to be monitored. We can cut this problem in half if we offer CLEMENCY (yes a clean record) to the released inmate if he or she does not reoffend in 3 years. Now I'm not dumb enough to suggest a clean record to sex offenders but the concept of a clean record is an incentive that I would work hard to earn. Too many ex-cons say "No one will hire me with my record." Give this opportunity to all NONVIOLENT inmates plus well funded rehabilitation programs and you will cut the prison population in half. And we can better monitor violent parolees like Lovelle Mixon who killed four Oakland California policemen. Because the nonviolent that is released will be too busy working on a second chance. I have created a new clemency system that even goes further. Michael Santos could have been elidgable for clemency under this new clemency system. Though I call California Clemency (web search it) it can be modified for any state as well as the federal system.
Prison reform advocates we are not going to get any reform because we all believe that our own plan is the answer. For instance, all the good ideas I've come accross reinforces the governments control which I believe is a big mistake. My new state clemency system is designed to give control to citizens. I will never support a government control of punishment. In other words I will allow the government to to set a long sentence but I believe it is best if the people retain the power to say lower the punishment on a case by case basis. Lets wake up and realize that the government should be a guide only not the final word.
The problem with this is in 2002 The Little Hoover commission called california's parole system a "Billion dollar failure." It has not been fixed and now you want to add 57,000 more to it? Give me a break California. Clemency is the answer.
Releasing 50 thousand prisoners in a two year plan is not rocket science. There are more than 100 thousand prisoners paroled each year in California according to the Attorney General's office. Since more than a one third of all California prisoners are nonviolent I believe a sensible new clemency system can handle the task as an alternative to a judge's order to release inmates with little risk and a savings is in the billions of dollars in incarceration cost.
What makes more sense; three judges ordering the release of "50 thousand" felony prisoners with nowhere to go or 58 county clemency boards releasing 431 NONVIOLENT prisons on average to each county at a rate of 8.5 prisoners per week to each county for the next two years? Each county would receive on average approximately $7 million or $8,000.00 per inmate for rehabilitation services. This is far better than just releasing prisoners with $200.00 "Gate money" under the current parole system.
