As yet another "99er," a laid-off Mechanical Designer relying on internet classifieds to broaden my work search, I too have encountered multiple job listings (including several ads on Monster dot com) which indicated the unemployed 'need not apply!' Obviously this 'lock-out' doesn't begin or end at Monster, but by running such ads Monster IS helping to facilitate this outrageous discrimination. If Monster fears reporting this bigotry to relevant workplace regulatory agencies, it can at least refuse to do these repugnant employers' dirty work for them.
