First Forget about the UN, Powerless, corrupt, anti-liberty for the individual on and on, and on.
We have an organization that is the best fit, and ideal for this operation NATO. It is a military organization of free and rational nations. We can expect a humane, and ETHICS driven
solution to the problem. Drive the "Rats" out, protect the population, assist the people in the creation of a new government. NGO's will be safe to help uplift the people, where they would be spiritually free to be an example for all of Africa. See my comment below, on Richard Kaziny's misguided suggestion about criminal court or police intervention.
This is genocide by an anti-human, nonspiritual Government, so the best solution is the alliance's Military arm. A'kin to the NATO naval forces protecting shipping from pirates along the east African coast. Talk softly and frugally, and carry a big stick. Semper Fi!
