First, the United States should join the International Criminal Court. We must put the rule of law above the rule of men.
Second, all nations who are members should contribute 5 percent of their military budget to an international police force overseen by the ICC to carry out its' judgements. This would solve the problem without making it look like an invasion and occupation by the U.S..

This is not a criminal problem, "Police" would be ineffective at
best. Involving corrupt anti-humanity government it is a
Military "problem". Our brothers and sisters with a darker skin,
both Christian & Muslim (animists, and any others) are being killed in the name of the prophet by Islamic Arab terrorists that run Sudan (and Somalia and_____,and_____). This is a global problem, submit to these anti-humans or DIE!
Now First, NATO is the best fit to command and control this operation. Special operators to control the bandits, set up a secure area, and bring in the heavies, render harmless the criminal bands supported by the anti-human government.
Secure clean water, sanitation, schools unite the people,
help them set a government to replace the rats, NATO troops have rendered harmless, or have escaped back to their desert sands.
Time line, 90 days to take over all of Sudan ( By selecting a General that get things done (a la Erwin Rommel). NGO's will already be working on the water, food ,sanitation and education from day one after SO forces secure area (2 day's)
The military governor (as in both MacArthur's) build a free
country (as in the Phillipines and Japan). Start up a NATO
organization in Africa to fight inhumanity on the continent, and prepare to repulse incursions by the Fundamental Islamists who want to purge the world of all non-believers, that's you and me brother, including my Muslim brothers who do not agree with the Jihad started by the prophet himself, to take over the world, and KILL all who do not submit to Allah.
