first the president needs to make a speech about making the conversion finalized.
then a change in schools to emphasize metric and de-emphasize standard measurements
all speed limits and road signs should be converted. its the most visible change.
all govt agencies are required to use metric except when producing documents for public consumption. all govt documents should be metric no matter who is reading it.
the govt requires all food labels to be both standard and metric. if they were serious, they would require companies to only use metric
what's left after that?

Lets quickly adopt the metric system. We started in 1975 with the Metric Conversion Act but never finished it. We loose many jobs overseas because American workers still use predominantly the customary inch / pound units. Lets get rid of our old fashioned medieval measures and go metric! Complete the metric conversion once and for all!

Instead of writing a strategy, plan and targets for this complicated matter, I would only suggest to adapt England´s strategy. It has the advantage of being an English speaking country and a U.S. friend. Remarkably, England not only changed its measuring system but also its monetary system (pounds, shillings, crowns, guineas, pence, etc.). U.S. has this advantage.
