In Portland Oregon our local electrical company gives a $25 gift certificate for people towards electric bill, to show up and listen on how to conserve energy. They give out energy efficient light bulbs, room thermometer, weather stripping, electrical plug in covers, energy conservation booklets, etc as part of program
