How many must we kill?

Let me be clear - I have no sympathy for the Japanese cause in World War II - my countrymen were brutally oppressed under Japanese occupation, and my own great-grandfather died in that war.

Nevertheless, I wonder if the Allies could have won the war without laying waste to cities the size of New York and LA BEFORE they dropped the atomic bomb. 50 - 90% of the population of 67 Japanese cities were already dead by the time the USA made the decision to drop the bomb.

How many innocent people must we kill while trying to do good? How can we take actions that are moral if we win a war, but immoral if we lose?
