 NEW LAWS:



          1. THE CONVICTED ABUSER WILL LOSE RIGHT TO CARE FOR CHILDREN TILL DEEM CAPABLE BY A JUDGE.




          2. ABUSER WILL PAY FOR MENTAL EVALUATION.








          3. ABUSER WILL PAY $ 3,000 FOR EACH ANIMAL PUT DOWN  DUE TO CRUELTY AND NEGLECT.




                    ABUSER: PERSON CONVICTED BY JUDGE



 THERE IS A PROVEN LINK BETWEEN ANIMAL ABUSE TO-DOMESTIC ABUSE-TO COMMUNITY ABUSE.THANKS TO THE AMERICAN HUMAN SOCIETY THE 110TH CONGRESS 2ND SESSION H, 1046. EXPRESSING SUPPORT FOR DESIGNATION OF SEPTEMBER 2008, AS "NATIONAL LINK AWARENESS MONTH AND RECOGNIZING THE LINK BETWEEN ANIMAL CRUELTY AND OTHER FORMS OF SOCIETAL%u201D VIOLENCE. 2ND SESSION THE HOUSE OF REPRESENTATIVE MARCH 13 2008. CONGRESS ADJOURNED BEFORE ENACTING. CONGRESS IS WELL AWARE OF THE LINK.  




ANIMAL ABUSE LEADS TO OTHER SOCIAL PROBLEMS: Children of animal abusers can suffer serious and enduring distress, anxiety, confusion and embarrassment. Living in a household unfit for human habitation can cause these children to isolate themselves from their peers.





REPORTS FROM POLICE CASE FILES   JUST AFEW




11-year-old Andrew Golden and 13-year-old Mitchell Johnson tortured and killed dogs. On March 24, 1998, in Jonesboro, Arkansas, Golden and Johnson shot and killed 4 students and 1 teacher during a fire drill at their school.




Eric Smith, at age 9, strangled a neighbor's cat. At 13, he bludgeoned 4-year-old Derrick Robie to death. Smith lured the boy into the woods, choked him, sodomizedhim with a stick, and fatally beat him with a rock.





Washington D.C. convicted serial killer Lee Boyd Malvo stalked and killed cats with a slingshot. "This was probably the most serious problem...in a strikingly obedient child," his court psychologist testified. Malvo once had a pet cat but grew to hate animals, psychologist Cornell said, because his mother                   would beat Malvo when the cat would sleep in Malvo's bed and soil the sheets. "If he saw a stray cat he would become angry and shoot the stray cat. He hit some of the cats, and probably killed some of the cats," Cornell said. Lee Boyd Malvo (D.C. Columbine High School shooter Eric Harris, 18, smashed the heads of mice with a crowbar and set them on fire.





 Russell Weston Jr., tortured and killed 12 cats: burned and cut off their tails, paws, ears; poured toxic chemicals in their eyes to blind them; forced them to ingest poison,hung them from trees (the noose loose enough to create a slow and painful death.) Later killed 2 officers at the U.S. Capitol in Washington, DC.

Whereas each year, defenseless companion animals face the grim reality that they will be victims of domestic abuse;




Whereas in a nationwide study, more than 71 percent of battered women reported that their abusers harmed, killed, or threatened their pets, and more than 75  percent of those incidents occurred in the presence of the women or their children;





Whereas the American Veterinary Medical Association estimates that 98 percent of Americans consider pets to be companions or members of the family, and that pets live most frequently in homes with children;





Whereas abusers kill, harm, or threaten children%u2019s pets to force the children to remain silent about sexual abuse;


Whereas women and children remain in violent households out of fear that their abusers will harm their pets if they  leave;




Whereas children who grow up in an environment of animal abuse live in constant fear that a beloved family member will be harmed, and may even allow themselves to be abused to save their pets from harm;




Whereas young children growing up in an environment of abuse may become desensitized to the inhumane treatment of animals, and research indicates that children exposed to domestic violence are nearly 3 times more likely to treat animals with cruelty than children who are not exposed to such violence;
