Bybee Question: Is Impeachment Appropriate?

Judge Jay S. Bybee - author of the infamous Bush administration "torture memo" - was appointed to the 9th Circuit Court of Appeals just six months after he was asked to produce a legal theory permitting the administration's use of torture.  This event brought together a panel of scholars and legal experts to discuss the options for holding Judge Bybee accountable for authoring the memo that gave the Bush White House permission to illegally torture detainees.
